In the proposed form, the new budget would discontinue funding for Obama's signature Clean Power Plan, created to combat climate change by reducing emission of carbon dioxide from power plants. Spending is also slashed at the departments of Agriculture, Commerce, Education, Health and Human Services, Housing and Urban Development and Labor, among others.

"What you see in the State Department budget is the reduction in the foreign aid program", he said. So, while Mulvaney says the spending plan doesn't add to the federal deficit, the White House doesn't have a projection as to when or if the budget could be balanced over the next decade. The State Department would lose nearly 29 percent of its budget, and EPA, 31 percent; the National Institutes of Health would lose close to 20 percent.
President Trump's first pass at budget reform has his critics screaming - clearly, a good start. "The answer was no", Mulvaney said.
The budget will include a $1.5bn request for pilot schemes to determine construction methods and locations for Mr Trump's promised wall between the U.S. and Mexico.
Mick Mulvaney, the president's budget chief, defended these cuts and even called them 'compassionate'.
"If they completely eliminate things, that will not only mean not enough funding for the services those block grants cover.but it'll mean jobs lost at those agencies that provide those services", Fisher said.
The Trump budget proposal also increases funding for the Department of Homeland Security by 6 percent, Mulvaney told reporters, in a briefing that was embargoed until after midnight.
